Who it affects: Homeowners selling properties worth over £500k.
How it works: Instead of buyers paying Stamp Duty, sellers would pay a proportional tax based on the value of the home.
Why it’s being considered:
Stamp Duty is seen as a barrier to home ownership and a volatile revenue source.
The new tax would be more predictable and target wealth, not income.
Only about 20% of home sales would be affected, compared to 60% under the current system.
Current issue: Council Tax bands are based on 1991 property values, leading to alleged unfair burdens, whereby some poorer households pay more than wealthy ones in London.
Proposed change: To replace Council Tax with a local property tax, also based on home value.
Timeline: Likely to require a second Labour term to implement fully.
